Dear Lava Ranch property owners involved in power project.
January 28, 2012 Jim Haycock, Byron & Alison Nelson, Garth & Elaine Douglas, and Scott Campbell opened up the bids for trenching the power line. We received bids from Mike Hall and Kit Tillotson. It was determined that Kit Tillotson had the lower bid at a rate of $1.35 per foot trenching and preparation of pad sites for transformers and connection boxes. He has also quoted us a price of $.55 per foot to glue and lay the conduit. If property owners would prefer to lay their own they can avoid the fees for their section. If you chose to install your section you will need to meet his time schedule, as the trenches will need to be filled on each section as work progresses.
Jim Knight with Rocky Mountain Powers estimated price is $162,805.00. Rocky Mountain can only hold a project open for 90 days. This spring he will provide us with a contract that should be very close to the current estimate, any changes will be due to price adjustments.
The following list is the best estimates and bids I have received as of today. I have not included glue or rope.

The funds of $5,475.00 need to be sent to Ware & Associates for deposit by March 1, 2012. This will allow us to have a firm commitment of lot owners or if alternates need to be contacted. We can then obtain a firm price from Rocky Mountain Power. Construction will start as soon as weather permits.
No money will be spent until all contracting and pricing is completed.
This link is a map showing the interested lots shaded in. This link is to a copy of the map showing Rocky Mountain's division of areas to each grid. Note that this is Rocky Mountain Powers' Decision. It shows two areas, one in blue and one in yellow. According to Rocky Mountain Power, the power grid is close to capacity and in the future there might not be capacity on existing lines. This could mean that the cost to upgrade the system to a three phase system later would be expensive. Scott Campbell has spearheaded the power project and has done a lot of work and research into the work involved. So far there are 65 lots owners interested out of 99 total lots. Sorry for not getting further information to you sooner. I have been working with Jim Knight with Rocky Mountain Power and he suffered a shoulder injury and has been away from work to recover. Friday he forwarded to me the enclosed map and estimated price of $162,805.00. Rocky Mountain can only hold a project open for 90 days. Next spring he will provide us with a contract that should be very close to the current estimate, any changes will be due to price adjustments.

Thought I better bring everyone up to date on the power project.
I heard back from the power company engineering depart on the available power. Rocky Mountain ran a test on the demand for power in the Dempsey Creek canyon over the Labor Day weekend. The results were that there is power for only 40 lots and with the addition of a $24,000.00 regulator 10 more lots can be added. What this means to me is we have a limited amount of power and can serve 40 lots, any after that will need to work out their own plan.
The following is a list of the 28 lots owners who were willing to put money up front and get the power to the top of the hill this fall. I feel they should be our first on the list and then add the balance to finish out the 40 count.

There were two lot owners who would like to have all moneys collected at once. Lots 119,341
Lot 366 on Wolf Run and lot 114 High Country have also requested to join in. Both have lots in areas where there has been little support for the project. Unless there is an interest generated, I feel their lots will be very difficult to include.
This leaves us with 30 lots willing to move forward and only 10 more lots that power would be available to on this project, and a possible addition of 10 more at the extra cost.
The limited amount of power available answers a lot of your questions on what keeps people from joining later and not having to pay the full amount. The normal action is that they have to pay the same amount as the original lots up to a 5 year period.
With the limited power available those who choose to let this opportunity go by may very well find they have a power line running in front of their lot and still not be able to get connected.
The reduction of lots included in the project will have an effect on the cost per lot. I wish the power company had more resources available.
Our efforts to bring the power up the hill is still possible this year, but with the lot numbers being cut to 40 we will need to determine the interest and affordability to lot owners. We may still be forced to make adjustments to some areas. I appreciate each of you and the support you have shown.

There are at present 28 owners willing to move forward with deposits.This leaves only 12 lot owners left that would be able to utilize the remaining power available. The first 40 owners who are willing to put the money up front and move the project forward will be the first priority. If up to 10 other lot owners are interested, then variances in the cost would have to be considered for the regulator mentioned by the power company and distances on the power feeders. The reduction of lots included in the project will have an effect on the cost per lot. An additional amount of approximately $1600.00 without the regulator for the 40 lots.
I wish the power company had more resources available. Those who choose to let this opportunity go by may very well find they have a power line running in front of their lot and still not be able to get connected.

"It should be noted that there is a limited supply of power available to Dempsey Creek area and Lava Ranch. The longer we wait, the better the chance this resource will be used by someone else. If someone else or area ties up this source Rocky Mountain Power will have to add other supplies for the area at a much higher cost. The numbers I have provided are the ballpark estimates from contractors and Rocky Mountain Power. It should also be noted this initial project is to make power available to transformers placed on the roads. The lot owners will need to apply with Rocky Mountain Power to bring electrical service from the transformer to their lot. I strongly feel the best approach is to bring the power from Deer Haven thru the common area up to High Pine Ridge road. The Board of Directors have approved this. Once we get power to High Pine Ridge we can proceed down High Pine Ridge road and branch out to the areas we are trying to service.
So far a large majority of lot owners without power have been in favor of bringing power to the upper end of Lava Ranch. My goal is to have some firm numbers on each phase in the very near future.
Once again I would like to thank the Board of Directors for their suggestions and help in making this project possible.”
